DBP proposed an expansion of the DBNGP. This expansion of the capacity of the pipeline was required to meet the demand of shippers and prospective shippers. The ERA was asked to provide regulatory certainty that the costs associated with the expansion could be re-couped under an access arrangement.
DBP withdrew the application in 2006 opting for a staged slower expansion.
