In 2010, the ERA undertook an inquiry into the funding arrangements of Horizon Power. The ERA received 23 submissions in response to an issues paper and draft report. Submissions received as part of that process that were able to be made public are published below.
The proposed efficient levels of operating and capital expenditure for Horizon Power was developed in conjunction with advice from Parsons Brinckerhoff Australia who reviewed the efficiency of Horizon Power’s operating and capital expenditure forecasts and procurement processes over the inquiry period and provided technical advice to the ERA.
The ERA’s final report was delivered to the Treasurer on 18 March 2011 and tabled in Parliament on 14 April 2011.
