Co-operative Bulk Handling Ltd made a proposal to Brookfield Rail Pty Ltd, the railway infrastructure owner at the time, for access to certain routes of the freight network on 10 December 2013.
Brookfield Rail provided the ERA with its determination of costs relating to the access proposal. The ERA undertook public consultation and made a determination on the costs by notice issued on 30 June and then published a redacted version of its cost determination on 24 September 2014.
