Historically the Rail Access Regulator indicated that the determined costs would be escalated annually by CPI-X rather than require more frequent determinations. In 2003, the Regulator commissioned the Institute for Research into International Competitiveness, Curtin Business School, to test the proposed methodology on the four main routes of the WNR rail network in which floor and ceiling costs had previously been determined.
