The ERA undertook its second review of developing a five year WACC methodology to apply to railways under the WA rail regime (any railway established under the railways code 2000) in 2008.
As part of the process of this WACC determination, the ERA commissioned a study by the Allen Consulting Group that provided recommendations for determination of the WACC for each of the urban and freight networks.
