Western Power submitted proposed amendments on 30 July 2021 (TRA.6) and 1 September 2023 (TRA.7). Both of these proposals were subsequently withdrawn by Western Power.
The proposed changes were substantial and relate to, or are affected by, matters being addressed through the State Government’s Energy Transformation reforms. Effective implementation of the Energy Transformation reforms is critical to addressing the pressing issues facing the power system and Western Power’s network. Consequently, it is important that Western Power’s proposed amendments to the technical rules are considered and progressed in alignment with those reforms. Undertaking a separate assessment process of the proposed amendments under the Access Code provisions while the transformation reforms are being progressed is duplicative and risks inconsistent outcomes between the processes.
On that basis, Western Power withdrew its applications made to the ERA and will instead contribute the content covered within the proposal documents as a key input to the energy transformation reforms. This will ensure the effort and consultation already undertaken by Western Power on the proposed amendments is taken account of when progressing the reforms and that critical elements are expedited.
